The item appeared on the agenda as “Ordinance Amending Section 3 of the Garner Town Code Regarding Animals and Fowl” The Law and Finance Committee met to discuss whether or not to allow backyard hens on smaller urban lots rather than restricting them to one-acre lots zoned R-20 or R-40. The enclosed proposed ordinance sets standards for such an amendment. Action: Receive Questions and Comments; Adopt Ordinance No. (2014) 3738

Councilman Gra Singleton was obviously the most vocal supporter of the proposal for backyard hens numerous times made reference that the members of the council himself not withstanding because of both their ages and familiar backgrounds grew up on farms with a very different view of poultry than the members of the backyard hen communities. Singleton made reference on more than one occasion to the parallels that exist between community members who support dog parks to those who support backyards hens.
